Development Process

R3S standards will be developed by many entities, including:

·R3S Working Groups: Responsible to draft standards,

·Technical Committee: Responsible to set up and manage working groups in their field, and assure standard development compliant with the system and practical,

·RSCO Secretariat: Responsible to assure all standards compliance; to provide supports to the entities; to coordicoordinate with other standard development organizations; to provide training for application of standards and collect feedback and comments on standards,

·Technical Committee: Responsible to work out general policies for standardization; to provide resources for development of standards; and to make final approval on standards developed by committees.

The development process of standards standards is shown in Fig. 10.

Maintenance Process

R3S standards should be evaluated for each 4 years to decide if necessary to update or delete. There are two important factors to make decisions for update and deletion: the first is feedback received from tailoring process in application of standards; the second is number and importance of change requests received in four years.

Users of standards usually will make tailoring on standards in order to adapt their requirements. Tailoring results are basic and important information for standard evaluation.

In addition to feedback in tailoring process, users shall be encouraged to provide change requests for modification or delete of exiting standards, also for developing new standards based on their requirements or new emerging technologies and processing.

In summary, R3S standards develop-ment from start, through publishing, to updating is a process of evolution. This evolution process is standard lifecycle, as shown in Table 1.

In the lifecycle of a standard, the message flow is shown in Fig. 11.

Conclusion

This paper describes the importance to establish RSCO space standard system. Two concepts of the system are compared and up to the fourth level of system breakdown were provided. The detailed process of developing standards is illustrated. Limited by pages, a complete list of standards, discussed. Some important issues, such as how to make tailoring in application of standards and strategic cooperation with other standard organizations, could not be given and discussed with this page.
