1. The Asia-Pacific Conference on Multilateral Cooperation
in Space Technology and Applications (APC-MCSTA), hosted by
the Ministry of Transport and Communications, Government of
the Kingdom of Thailand, co-sponsored by China National Space
Administration and Pakistan Space & Upper Atmosphere Research
Commission and attended by the participants and/or observers
from Australia, Canada, China, Indonesia, India, Iran, Japan,
Korea, Malaysia, The Netherlands, Pakistan, The Philippines,
Russia, Singapore, Thailand, USA, and international organizations;
Asian Institute of Technology (AIT), Asia-Pacific Telecommunity
(APT), European Space Agency (ESA), Economic and Social Commission
for Asia and the Pacific (ESCAP), International Amateur Radio
Union (IARU)-Region 3, International Civil Aviation Organization
(ICAO) and Committee on Space Research (COSPAR), was held
in Bangkok, Thailand from January 14-18, 1994.
2. H.E. Col. Winai Sompong, the Minister of Transport and
Communications on behalf of the Government of the Kingdom
of Thailand addressed the Opening Ceremony and delivered the
keynote speech and extended his warm welcome to all participants
and wished the Conference all the best for a successful and
fruitful outcome of its deliberations.
3. Through discussions and consultations of panel, technical
and plenary sessions, the Conference.
Bearing in mind the spirit of the
conclusions resulting from the Asia-Pacific Workshop on Multilateral
Cooperation in Space Technology & Applications held in
Beijing, China in 1992 and taking into consideration further
actions towards the regional cooperation in the field of space:
Noting that the establishment of
an Asia-Pacific space cooperation organization would be of
great benefit to the Asia-Pacific region.
Recognizing that the development
of space science, space technology and their
applications in Asia-Pacific region would engender fresh vigor
into continued economic growth of the region and increase
its competitiveness in the world’s commercial markets.
Realizing the need to develop and
foster multilateral cooperation in space technology and applications
in Asia-Pacific region, due to the very nature of high investment
and comprehensive involvements in this vital field.
Recommends
(1) To set up a Preparatory Committee for Asia-Pacific space
cooperation mechanism, comprising high-level representatives
of the Governments of the countries in this region to make
detailed recommendations for the establishment of the regional
institution for space cooperation, including inter alia, such
aspects as its structure, organs, management, finances, legal
instrument, charter, legal domicile etc. The Preparatory Committee
would present the draft document for consideration of the
participating countries. The status of the draft document
would be reported at the next AP MCSTA Conference.
(2) That all the countries of the Asia-Pacific Region and
International Organizations concerned provide necessary cooperation
to the Preparatory Committee in performing its work;
(3) To endorse the offer by China to host the Secretariat
of the Preparatory Committee;
(4) That the Asia-Pacific region countries consider participation
in the cooperative areas such as:
(i.) Space Technology Development and Applications
(ii.) Small Multi-Mission Satellite (SMMS) for earth observation
telecommunication and space science
(iii.) Satellite Disaster Mitigation System (SDMS)
(5) That the countries in the Asia-Pacific region offer participation
in the training courses in the fields of space technology
& applications as recommended by the Liaison Committee
for AP-MCSTA.
(6) That the Liaison Committee for AP-MCSTA should continue
its work as specified in the Recommendations of the Beijing
Workshop held in 1992;
(7) To extend the present term of the Liaison Committee of
2 years to 5 years in order to facilitate efficient performance
of its work as well as its follow up actions;
(8) That the Liaison Committee should devise means, as appropriate,
to develop public awareness of the activities of AP-MCSTA;
(9) That the Asia-Pacific countries send their official nominations
to the Coordinator for representation on the Liaison Committee;
(10) That the Liaison Committee as well as the Preparatory
Committee to have coordination, as appropriate, with the United
Nations Committee on the Peaceful Uses of Outer Space, other
United Nations organs and other relevant organizations;
(11) To accept the offer from Pakistan to host the next AP-MCSTA
Conference be held in Pakistan in 1995 with the following
objectives:
(i.) to discuss the status of the draft document prepared
by the Preparatory Committee;
(ii.) to review and discuss further the means, approaches
and other relevant issues to further promote the multilateral
cooperation in the field of space, in the light of the recommendations
of the Preparatory Committee.
The above recommendations were adopted by consensus at the
Plenary Session of the Conference held on January 18, 1994
in Bangkok, Thailand. |
